    Meaning of "mitigated"

Could you please tell me the meaning of "mitigated answers" in connection with "yes" or "no" questions?

I don't think "mitigated" works well here, but it must mean that if yes and no are white and black, mitigated answers are grey.

I think, but I'm not 100% sure, that a mitigated answer (which lessens the perceived negative force of a response) is more along the lines of, say, this response I know you shouldn't in response to this Yes/No question, from your doctor, Do you smoke? Such a response could be described as "grey", yes, because it doesn't answer the question directly.

Again, I am not sure my interpretation is what the poster is looking for.
