letter for a consul General of the USA

Hi I need to write a thank you letter for an consul general of USA but I would like to know what other words appart from "dear", or "your excellency", I can use, or if the last one is the only choice.

    Many thanks Claudia

According to this website, "Dear Mr." or "Dear Ms." is the proper way to address the American Counsel General.
