    up to vs maximum

    i want to k now what is the difference between "up to" and a maximum of"
    The modem service is provided through the modems that are connected to the voice service ports on the ASRB board. An ASRB board can provide up to 32 voice service ports.
    Can we replace "up to" with "maximum"

    You would have to say 'a maximum of', but 'up to' sounds better to me.
