    There are two possibilities. What is the context, the sentence it sits in?

    Possibility #1: noun phrase
    Transport is a noun in form and it functions as an adjective modifying the plural noun links.

    Possibility #2: clause
    Transport is a noun in form and it functions as a subject. Its verb is links, which is why links has an -s.
    It agrees with its subject in singular number.
