    Your first sentence sounds like a simple prediction of the future or a promise that a certain topic will be discussed at the next meeting (and the next meeting is also expected).

    Your second sentence sounds a bit unfinished.
    For example, it might be reported speech:
    .
    He told me that this would be discussed at the next meeting.
    .
    .
    It might also be part of a second conditional. In other words, it might be used in a situation that is still seen as relatively unlikely:
    .
    This would be discussed at the next meeting if the project were to be approved.
