    prepare and prepare for

    Dear teachers,
    Please read the sentence:

    His request to go to the front was turned down. He was odered to stay in the rear to ___________ the counterattack.
    a. prepare b. prepare for
    The key is 'a'. Could you please explain why 'b' isn't correct? If 'b' is possible could you please explain the difference between the two?

    To prepare the counterattack = he is doing the preparation.
    To prepare for the counterattack = he is getting ready to take part

    Thank you very much for your explanation. To make sure I understand it I'd like to expain it :
    1. To prepare the counterattack = he is doing the preparation.
    He is designing the counterattack.
    2. To prepare for the counterattack = he is getting ready to take part
    He doesn't design it but he is going to take part in it.

    Does it mean both are correct with different meanings?
