    Cool Cutter

Some idea about the meaning of "cutter" when referring to someone who is forced to cross a border once and once more in order to do something not legal necessary?

    Re: Cutter

Cutter could refer to an occupation (e.g., a cane cutter, Alejandro Kassorla, a 23-year-old cane cutter, decided to try to cross the border into the U.S. because he was having trouble supporting his family); it could refer to a tool (e.g., end cutters--end cutting pliers), or it could be a semantic borrowing from sewing: to cross-cut, cutting across interesecting rows?

    What's the full context?
