    considered calling

    The leaders, who met at the residence of Haryana MP Avtar Singh Bharana, considered calling a Delhi bandh and blocking the entry of goods to the national capital.

    I know `calling a ....................' but what is `considered calling...............'

    Please explain it.

    It means that they thought about it, discussed the idea.

    So, I think [At least in this sentence], he just thought of calling a bandth but really she didn't implement that.
