    Does it mean?
    "He is so absorbed in his studies that he tends to forget to eat."
    Is it talking about what he is doing right now?

    Hmm... yes and no.

    I believe the speaker here means that he is so absorbed in his books that he would forget to eat unless someone or something somehow reminded him to eat.

    The part in blue is implied by the "would".

    Not necessarily. The speaker could just mention a general fact about someone else:

    "Bob is so absorbed by his books that he would forget to eat."
