    "political consensus under strain"

    Under strain: 1. stress: intense demand on body, mind, or resources that can only be met with great effort

    My interpretation is you have to make great effort to maintain the political consensus. More difficult to maintain the consensus. Any other paraphrase?

    Without the full context, I would interpret this to mean that the consensus is under strain = that there are contributors to the consensus who are now beginning to doubt its value, making it more difficult to maintain the consensus.

    I agree, but your interpretation seems more contextually tuned and as the result, more accurate.
