    Hi, is it natural for me to say that "I am writing you this message in hoping to do sth"? Thanks a lot.

    no, not 'in hoping to' but just 'hoping to' or 'with the hope that'.

    yes, just about. "I'm writing this letter to you hoping that you will (accomodate my request, for instance). or: hoping to get an early reply from you.
