    Pural or singular?

    This is the sentence - should it read ...live in a rural area?

    According to the United States Department of Agriculture, the latest estimates indicate that one in five Americans lives in a rural area.

    When in doubt, try rephrasing the sentence:
    According to the United States Department of Agriculture, the latest estimates indicate that out of every five Americans at least one lives in a rural area.
