    Our cargo..subject
    was suspected...is the passive voice. The subject received the action of the verb 'suspected'.
    to be...means 'to consist of'
    dangerous goods...what someone suspected the cargo was made up of

    Someone suspected that our cargo (consisted of) (was) dangerous goods. (this sentence is the active voice)
