Cool A couple of sentences I don't quite understand

I have a couple of sentences which I’m not quite sure to understand correctly:

    1) Wellington is also home to an incredible skill base that I felt lucky to tap in to

a)What’s a “skill base”? Maybe an operation base?
b)Meaning for “to tap in”. May it mean “to make use of”

    2) For audiences at home and around the world to now be seeing the film is a dream come true.

a)Does it mean that, let’s say, audiences has been anticipating the release of the movie and being watching it is like a dream coming true?
b)Or does it mean filmmakers feel the fact that they have wrapped the movie is a dream coming true which they offers to audiences now?

Grateful in advance for your help

a)What’s a “skill base”? Maybe an operation base? It has many companies/groups that provide skills.
b)Meaning for “to tap in”. May it mean “to make use of” Yes.

    2) For audiences at home and around the world to now be seeing the film is a dream come true.

a)Does it mean that, let’s say, audiences has been anticipating the release of the movie and being watching it is like a dream coming true? Yes [remove "being"!]
b)Or does it mean filmmakers feel the fact that they have wrapped[ ??? ] the movie is a dream coming true which they offers to audiences now? No
