Should hypothetical question always has to be in the past form?
Can I use present form eg., "What will you do, if one of your staff has been absenting from work too frequently and doesn't give reasonable excuses"?
And if it's okay to use present tense in what form should the answer be, present or past?
On the other hand when I'm answering to a hypothetical question, which is in past form to what extend my answer should be in past form?

When we talk about hypothetical meaning in the present, we use subjunctive-->past simple in this case. It's just the way it is. I would recommend looking it up in Swan's Practical English Usage.
