    Hi,

    He has not shouldered the responsibility in toto, is this sentese correct.
    and what is the meaning of 'toto'

    in toto means, totally, completely, so yes, I would agree that it fits the context you have, but I am not sure whether it's a phrase you would want to use: you had to ask what it meant, which means your readers might have to do they same.

    Even for readers who know what in toto means, I wouldn't combine it so closely with the metaphorical "shouldered." Just my opinion, of course.
