    Re: salutation in behalf of

There are two ways to do it. They are, in no particular order,

Example 1 p.p. (through the agency of)
    Yours Truly,
    p.p. Mary's signature
    Deacon/finance Board
    Celebration Committee

Example 2 p.p. (on behalf of)
    Yours Truly,
    Mary's signature
    p.p. Deacon/finance Board
    Celebration Committee
Note that, p.p. has two meanings, per procura (meaning through the agency of) and per procurationem (meaning on behalf of):
[I]Per procura [I/] used to indicate that a person is signing a document on behalf of another person. Correctly placed before the name of the person signing, but often placed before the name of the person on whose behalf the document is signed, sometimes through incorrect translation of the alternative abbreviation per pro. [per procurationem] "for and on behalf of".
