    Can I say?

    She is my step-mother.
    She is my step-father.
    They are my step-parents.

    I'm afraid that makes no sense at all. (What would "This father" mean?) Go back to He is my stepfather. You have a winner there.

    No, I am afraid not. We say He is my stepfather, She is my stepmother, or They are my stepparents. (You don't need the hyphen.)

    I find only step-parent in the dictionary; Here is that :

    step-parent

    the man or woman who is married to someone's mother or father but who is not their real father or mother
