    word order

could you please tell me whether the highligted part of the below sentence relates to "price" or "services"?

The company may establish a minimum contract price for its services to be offered in proposals in the market, which may be used by the partner in applicable proposals.

    Thank you very much!

    Re: word order

I would read this as referring to the minimum contract price.
