    "the goals and objectives of the project have been met and signed off on by the stakeholders."
    Could you please tell me what does signed off on mean here?

    met and sign off function as verbs. on functions as a preposition. The nouns goals and objectives are its objects.

    They met on the goals and objectives.
    They signed off on the goals and objectives.

    The phrase "sign off on something" means to approve something. It is as if, the person or group actually signed his name/thier names on the document or proposal.
