    You can say that again

    How do you use this expression? I heard it used as an affirmation to a compliment, am I right?

    It is used to express hearty support for someone's verbal opinion, with the stress on the "that". It can be emphasised further with "sure".

    A:"This gas is so expensive!"
    B:"You can (sure) say that again"

    "You can say that again! [because it is both true and welcome]."

    As a footnote on the footnote, because the speaker agrees with it (an opinion could not really be "true")

    "The sky is blue."
    "You can say that again."(x)

    "The sky could not be more blue."
    "You can say that again."(correct)
