    Step-by-step is the only way ...

    Hi,
    I saw someone write a sentence "Step-by-step is the only way to make progress."
    Does it sound ok? My question is, can "step-by-step" act as a noun?

    It sounds OK, but I'd reverse the order.

    Yes. It's short for doing something step-by step.
