    I just want to ask you when to use not after to and can i use it in formal writing ?

    It can be used to emphasise something said : "I told you to not climb on that chair!"

    It can be used [in a split infinitive]:
    It will be sensible to not go down that road.

    Split infinitives are not generally well-regarded and best avoided in formal writing.

    It is acceptable in dialogue.
