    Well, without context - "silent" and "thunder" are opposites.

    As a phrase it seems to have much use in military gaming and in similar references {not to mention the occasional song}. It might imply something momentous that comes up without warning.

    I'll be interested to see what others think.

    "Silent Thunder" was the first of the several TV Bonanza episodes.
    Furthermore "thunder" is slang for "heroin".which is three times more potent than morphine, and because of its increased lipid solubility it rapidly enters the brain. Other brand names: "Dead Wish", "Evening Delight".
