    what is the meaning of " Silent thunder " ????

    It's an oxymoron, and it refers to a violent or commanding
    presence that doesn't announce itself.

    This is a literary device, an oxymoron, and not used in common everyday speech. A sentence using these words might be

    "She met his stare with silent thunder. How could he be so rude?"

    In other words, she was extremely angry at being stared at by this man and she challenged him with a look that displayed her anger without saying anything on her part.
