    I don't know which to choose and why? What's the meaning of this sentence?

    To be honest, none of the alternatives work. The best would be #C, but it does not make sense.

    I agree that #c is the only correct answer.

    The sentence doesn't make a lot of sense, other than to suggest that this woman has a fault of some kind that bothers her (everyone has some faults). She seems to be the type of person who forgives others easily but she cannot seem to deal with her own fault(s). She prefers to do good to other people to take her mind off her own problems.

    That is my guess anyway.

    Does it mean that she is ready to forgive others' faults,but she is strict with herself and wouldn't forgive her own if she has.

    It could do, but it's an odd sentence.

    If it said "she's too [busy/concerned about] forgiving others' faults to forgive her own", it would make more sense, but it is still odd.
