    Question present perfect

    hello, I'd like to know which of these sentences is right about present perfect! A or B?

    A- It's used for actions without time mentioned.
    B- It's used for actions completed in the past with definite time.

    Both.

    OR

    A- It's almost always used for actions without a definite time mentioned.

    B- It's rarely used for actions completed in the past with definite time.

    Another thing is the formula of how you can identify if it is a present perfect!
    Formula:
    has/have + past participle

    e.g

    1. We have finally finished with the dance contest.

    2. They have drawn the pictures for the art project.

    if the sentences have corrections please inform me. . . .
