I don't know - what is this humming noise? The one that happens if you leave it off the hook?

No. Some disruption while your on the hook, some humming in the background.
"Like, I'd tell the other person; There's some noise in the background. I could hardly hear you." Would I just call it Humming?

It would be referred to as 'static' or 'interference'.

Either that or some government agency or other is tapping your cell phone...

    Re: Phone sound

    Really?
I don't think anybody would dare to tap on my phone.

I bet you have taps in your own home this very minute.

    I know that I do.

    No 'on' here, B.

... would dare to tap [on] my phone.

    But here you need 'on'.

    Put a tap on [my/his her/their] phone.

Go into your kitchen or bathroom, those things on your sink are referred to as taps or faucets.

A telephone 'tap', means that someone is listening in on your conversation.

It was a joke, since any good technician can tap a phone without there being any noise on the line.

The word 'tap' has multiple meanings, even including a metal piece affixed to a shoe which makes noise when you dance.
