    Can I say: 'It was properly an informal conference.' instead of 'It was by way of being an informal conference'. Some people says: 'It was via a casual meeting'

    What's the diference?

    The last two don't sound very natural, PG.

    To me the meaning of the first one is,

    It was properly an informal conference. = We did the right thing to make it an informal conference.
