    Smile with that in mind

    After the 9-11 attacks on New York in 2001, the city was disheartened, but the parade continued. The organizers chose a theme to show New York would become strong again. With that in mind, puppeteers created a huge, glowing phoenix.



    What does "with that in mind" refer to" Is it "because of that idea in their brain" or "Thanks to that idea?" Thanks.

    "With that in mind" is kind of saying that 9-11 was the reason for chosing the phoenix as the symbol or theme of the parade
