    As much as "non-fiscal" often works as an antonym, I don't believe that it is the opposite in most cases. Afterall, in monetary and fiscal policies, monatary and fiscal are completely seperate and should not be confused by any means.

    I would tend to agree more with Naamplao's suggestion of Not-for-Profit. Also, often you could use the term non-financial.
