In the phrase, "Thousands of refugees fled the senseless killings." Is "thousands" considered as a determiner or an adjective?

    Thanks

    Re: determiner or adjective

Thousands here is a determiner. In fact, it is a particular type of determiner called a quantifier (which determines quantity).
