    Hi there,
    They must follow the regulation of their programme of study, that is take a combination of compulsory and elective courses to obtain an award.

    How about '...that is TO take a combination of...'? What does 'that is' mean here?
    Can you give more example about this pattern: '...that is...'?

    It is an abbreviated form of "that is to say".

    You will receive the parcel tomorrow, that is [to say] if the postal workers are not on strike.
