I would like to see the context in which it is used.

    Hi there

this is actually a song from the musical "Evita" written by Andrew Lloyd Webber and Tim Rice. Eva Peron sings it at a vulnerable episode in her life when she is living out of a suitcase and never in one place for too long ,going from one difficult situation to another.. (prior to her rise to prominence as the first Lady of Argentina)
Loosely translated it refers to someone who is always on the move, never settles in any one place for long. It can also indicate a vulnerability or insecurity in ones situation.
