Thanks Anglika - That 9 to 5 was making my head hurt. I thought the fact that it was all caps and bold faced was part of the answer.
I didn't understand your interpretation of EMPLOY T / MEN
To me it looks like "Men out of work" - but that's not an idiom, so I'm probably wrong.
Your interpretation seems good - men out of work is a common phrase.
"Men at work" is a common idiom in the UK and "out of work" is one too, but not "men out of work" unfortunately. I'm confused as a native English speaker.
