    Does this need a comma?

    He is communicative, but confused.

    or

    He is communicative but confused.

Is confused considered a complete sentence after but? I thought the rule was to put a comma before the conjunction if a complete sentence follows, but I am confused about this one.

I do not think a comma is required. The second form is clear and logical.
