    Which one is correct?

    I think the top one is. Am I right?

    Yes, the first choice is correct. 'Document seizures, if observed by the press, would be reported in the daily editions.

    The first is correct [whether it is seizing documents or documenting seizures]

    The seizures are to be documented as they are observed.
