    Some words need to be illustrated...tks!

    What's the meaning of the words/ phrases underlined below? Thanks!!

    1. "if he concerts with others in the taking of such action as is described in that paragraph, ..."

    2. "...harasses the other with demands for payment which, in respect of their frequency or the manner or occasion of making any such demand, or of any threat or publicity by which any demand is accompanied, are calculated to subject him or members of his family or household to alarm, distress or humiliation;"

    3. "A bid by a senior government lawyer to force the Court of Final Appeal to rethink its decision to uphold $9.6 billion in civil service pay cuts has been dismissed as being “utterly devoid of merit”.

    --> need more context for that....maybe if he joins in with others and takes such actions together with them

    2. "...harasses the other with demands for payment which, in respect of their frequency or the manner or occasion of making any such demand,
    --> whenever he makes such a demand, whenever it happens (occurs) that he makes the demand for payment

    3. "A bid by a senior government lawyer to force the Court of Final Appeal to rethink its decision to uphold $9.6 billion in civil service pay cuts has been dismissed as being “utterly devoid of merit”.
    --> totally without back-up, meaning there is absolutely no proof for that whatsoever
