    DERIVATIVES
    woefully
    adverb [as submodifier ] : the police response was woefully inadequate.

    adequate
    adjective
    satisfactory or acceptable in quality or quantity : this office is perfectly adequate for my needs | adequate resources and funding.
    Inadequate means the opposite of adequate.
    Can you now use this to tell me what is meant by the sentence you quoted?
