    Microsoft has come up with a complete new look in Windows Vista.

    which one below is what the sentence is trying to tell us?
    a) Windows Vista looks completely new, i.e. it has much difference from previous Windows version in its desktop apperance.
    b) Windows Vista is completely new comparing to previous Windows. for example, it has different look, feature, etc.

    It means that Windows Vista has a new appearance, a new style. This could apply to the graphics, fonts and other features. The appearance of the desktop could certainly be one of those changes, probably compared to the previous version of Windows, as you suggest.
