    There is a conversation talking about Tom managed to pay for a training course with his savings, while Jack failed to do so because he spent all the money on games and toys. Jack was very disappointed.

    "Where are you off to?" means "Where are you going?" so "Where were you off to?" means "where were you going?"

    The use of "again" indicates that the person knows that they have asked the question before.
