    intend to

    Hello everyone.
    I'd like to ask about the meaning of "intend to" in the following dialogue:

    Captain: With respect, sir, they've been informed of what to do if that siren goes. We can't held responsible if they choose not to follow those instructions.

    Mayor: Oh, I think you can be held responsible, and I intend to if I don't see those kids in the garage with us by the time that storm hits, am I clear, Captain?

    Captain: We'll do our best, sir. Go on through.

    What does 'I intend to' mean?' The mayor does not say what exactly he is going to do. Does he mean that he is going to have the captain responsible?

    The mayor intends to hold the captain responsible. This means the mayor will make the captain pay some sort of penalty if instructions are not followed.
