    Ms or Dr would be better in greeting to doctorate woman in formal letter?

    Ms Doe or Dr Doe would be better in greeting to doctorate Jane Doe in formal letter? Or may be better Ms Dr Doe?

    Or Dr Ms Doe?

    What nuance imparts each of these forms to greeting intonation?

    For a formal letter, it's Dr Doe.
