    3. The value of the dollar declines as the rate of inflation *raises rises.

    4. Even if a member has *drank drunk too much the night before, the counselors of Alcoholic Anonymous will try to convince him or her to sober up and stop drinking again.

Re: Correct or incorrect, that is the question

    2. If biennials were planted this year, they will be (would be) likely to bloom next year and every two years thereafter.
This is a tricky one. It should be 'would be'. The first clause does not say, 'if they are planted' or 'if they had been planted', then conditional upon whether they were planted, they would be in bloom next year

    6. The neutron bomb provides the (capability) of a limited nuclear war in which buildings would be preserved, but people would be destroyed.
(Is this really so about a neutron bomb?)
    7. The differential attractions of the sun and the moon have a direct effect (on) the rising and falling of the tides.

8.(only Despite) the pills which are available, many people still have trouble sleeping.

    9. Before TV, the common man seldom had the opportunity to see and hear his leaders (- 0mit)express their views.
(They may have seen them address a rally in person, or on a newsreel in a cinema.)

    10. If it receives enough rain at the proper time, hay will grow (as) quickly as grass.
What gives? Hay doesn't grow - it is mown grass which has dried out.!!

    11. Psychology Today is interesting, informative, and (only is) easy to read.

    12. Before she died, the daughter of Andrew Jackson (who lived in the family mansion) used to take tourists through her home.
The sentence is clumsy - try putting brackets around 'who lived in the family mansion'

    13. It is essential that the temperature is not (not be) elevated to a point where the substance formed may become unstable and decompose into its constituent elements.
'Isn't' and 'not be' are possibiities, but 'not be' is preferable.

    14. Two of the players from the Yankees had) been chosen to participate in the All Star game.

    15. John Philip Sousa, whom) many people consider the greatest composer of marches, wrote his music during the era known as the Gay 9Os.

    16. In order for one to achieve the desired results in this experiment, it is necessary that he work as fast) as possible.
'one' has been used, then it changes to 'he'. A way round this is to rephrase the second part as 'necessary to work as fast/quickly as possible'.

    17. Whoever inspected this radio should have put their identification number on the box.
    I see nothing wrong here.

    18. The new model costs twice as much as last year's model.

    19. The purpose of the United Nations, broadly) speaking, is to maintain peace and security and to encourage respect for human rights.

    20. It is an accepted custom for one to say “excuse me” when one sneezes).
Some people may feel happy about saying "when he sneezes'. I don't.

    21. Even though Miss Colombia lost the beauty contest, she (both 'is' and 'was' are possibilities, depending on when this statement is being made ) still (more-omit) prettier than the other girls in the pageant.

    22. There has been little change in the patient's condition since he was moved to the intensive care unit.

    23. Although we are concerned with the problem of energy sources, we must not fail (in) recognizing the need for environmental
    protection.
Trying to preserve as much of the phraseology as possible, you could write 'fail in our recognition of' but this is a mouthful and a bit pedantic. Better to write, 'must not fail to recognize'. In the sense of a sentence carrying real meaning rather than the glib words that just come out of people's mouths at times, the sentence is saying, we must not fail, must not 'forget' that at some time, we ought to recognize and admit a need for environment protection. What I imagine is actually meant is that 'we must not fail to protect the environment '

    24. Because of the movement of a glacier, the forming) of the Great Lakes was very slow.

    25. Professor Baker recommended that we should be) present at the reception this afternoon in order to meet the representatives from the Fulbright Commission.

You need to change the punctuation in that sentence. (Only lived can go with used to.)

Re: Correct or incorrect, that is the question

It is certainly true that a sentence can be grammatically correct but factually incorrect.
