    Do all of the above versions convey the same ideas to you? If not, which ones are identical and which ones are not? Thanks.

    If you're asking what "at least 1,000 dollars" means, it means '1,000 dollars or more (than 1,000 dollars)'. (can't be less than 1,000 dollars)

    No. 1, 3 and 4 have the same meaning, the one described above.

    After my correction, No. 2 means '1,000 dollars or less (than 1,000 dollars). (can't be more than 1,000 dollars)
