    It is me he blamed.
    It was me he blamed.

    I. Do both "is" and " was" mean the same in this case?
    II. If not, any differences between "is" and "was" in this case?

    I understand " is " and "was" are different tenses. But, if I tell somebody the case, which sentence should I say? For example:

    A."He blamed whom?"
    B."It is me he blamed." Or " It was me he blamed." Or both are ok ?

    If you talk about something happen before or time ago you will use (was).

    like = you talk about yesterday or a while ago

    and If you talk about something right now or just happend you will use (is).

    That is it.

    Just happened >> happened only a moment ago/very recently

    "a while ago" >> some time ago, could be hours, days, weeks, months - depending on the context.

    As to your original question, It is me he blamed - the situation is current. You have just been accused of something.

    It was me he blamed - the situation is in the past. You were accused of something a while ago.
