    My brother is entering the room. What do I say?

    Where have you been? or Where were you?

    What is the general rule?

    There is no rule. Both expressions are correct and frequently used.

    Be careful about 'where were you' unless it is a real question, not a greeting. Otherwise,it would sound like an accusation: "We needed you. Where WERE you."

    hmmmmm.....both expressions are accusatory if said with a stress on the word "Where"

    These are not greetings as such.
