    rewrite the code

    Hello everyone
I'd like to ask about the meaning of the phrase "doesn't want a reporter rewriting the code" in the following context:

Penny grinned. "Not so fast. W3N will be happy turn over this information and keep it out of Annabella's report."
Telfair raised an eyebrow, and prompted: "If?"
"You let one of my people tag along with one of your divisions."
"We've been over this, Penny. Granger doesn't want a reporter rewriting the code."
"Oh, don't feed me that shite, Sandra. Reporters have followed the military around during wars for ages. You guys have been trying to block this, but think about what it'd do for morale."

What does the sentence "Granger doesn't want a reporter rewriting the code" mean?
My guess is as follows: Granger doesn't want a reporter to do a description of a military life in details.
