    Is it correct to say it like this?

    Comparing the figures last year, the economy is rising this year.

    In your sentence, the comparing was done last year. Try one of these:

    In comparison to last year's figures, the economy is rising this year.

    The economy is rising this year, when compared with last year's figures.
