    Can your cell phone be used to take pictures in addition to as a means of communication.


    I find it odd when writing the bolded part, but I don't how to reword it. Your advice? Thanks.

    Ideally, you want a parallel structure:

    two nouns: Can it be used both as a camera and as a means....?

    or

    two verbs: ...both to take pictures and to communicate

    In less careful writing though, and in speech, you're likely to find something like this: 'Can your cell phone be used to take pictures as well as as a means of communication'. Microsoft Word's grammar checker will object to the repeated word, but you can always turn that off.
